It's well documented that James Randi has absolutely nothing to do with the judging. The contest terms are very clear - all conditions must be agreed to by both parties before any testing begins, and under no circumstances can any conditions be changed once testing is underway. He is the Judge and Jury for that and gets to determine whether or not in his opinion if it's legit. On top of that, he strikes me as the type of person to continually add conditions to the test until the person can no-longer perform under his conditions, at which point, he would declare them as Fraud, and his challenge and reputation remain intact.
